For lack of a better place to put this question, and give the nature of this particular forum, I suppose this might be the best option for such an insipid question.
Why is it that when you go to a fast food restaurant the salt packages are always full but the pepper packages are about 1/3 full at best?

With all of the jabbering environmental groups do about resources, you'd think they'd get all over the fast food companies about how this is a waste of paper. Think about it: I need 3 or 4 packages of pepper to accomplish what could easily be done with one. That's a waste.

Most people probably don't want as much pepper as we do. I guess they figure it's better to waste the paper instead of the pepper?

well I would suppose that the strength of pepper vs that of the salt, perhaps it is an even amount in taste or at least someone thought so .....

I like pepper more then salt...I get frustrated when the salt and pepper shakers are left sticky and that happens often in Restruants...

What pisses me off is that the holes in the salt and pepper shakers are so small I have to remove the lids to get any.

or why they think it is funny to take the lid off the salt shaker, then when you get it the whole container comes out and you have salt for dinner.

It's packaged by weight, not volume.
And here's how you can prove it.
Stand on a regular scale, remove your shoes and weigh yourself. Say you weigh 200 pounds.
Then rip open one of those chintzy pepper packets and pour the contents into your hand. Step back up on the scale. You'll see you now weigh 200.000000010 pounds.
Now, brush said pepper from hands and wash and dry thoroughly. Your hands, not the pepper.
Weigh yourself again. You'll see that you still weigh 200 pounds.
Open one of those seemingly bursting at the seams packets of salt, pour contents into your hand and step back up on the scale. Voila! 200.000000010 pounds.
If you're still not satisfied, you can always use two or more packets of pepper.
Peter Piper himself picked a peck of packaged pepper.
And yet herein lies one more of life's baffling mysteries solved.
