1/3 c dutch cocoa 1 c white sugar 1/3 c water
In a 2-qt saucepan combine cocoa and sugar until well blended, then add water. Stir until syrupy, then add:
1 c heavy whipping cream 2 c half and half
Stir until well blended. Heat on low-medium until hot, stirring often. Do not boil! Add:
2 tsp vanilla
Stir well. In each mug, add a shot of Bailey's and a shot of Godiva. Top with prepared hot cocoa. No marshmallows necessary. Garnish with a little whipped cream and ever so lightly dust with cocoa powder, cinnamon, or instant coffee. Enjoy!

I would suggest combining the cocoa, sugar and water and stirring over low heat until shiny and syrupy.

The reason for combining the cocoa, sugar and water and stirring over low heat until shiny and syrupy - is the cocoa has to be cooked first before adding the dairy. The cocoa will never have a chance to cook once the dairy has been added.
It's just me, but all heavy cream, and half-and-half would be just too much fat for me.. That's like almost 1500 calories, and 143 grams of fat there alone.. I realize the recipe is for at least two servings; but one of those heart attacks on a bun - like a Burger King Triple Whopper has 1/3 less calories, and about 1/2 the fat of the heavy cream and half-and-half in the recipe..
But cocoa made with just whole milk would be a nice little fat treat for me..lol 3 cups of whole milk would net you about 440 calories, and 24 grams of fat.. Of course things like shots of Baileys, Caroline's (And other Bailey's knock offs), Godiva, and whipped cream to top - those need never be counted..
