I have adjusted the water level to the lowest point, toilets are made with set levels..so really my adjustments were in vain!!!
You can put a brick or two in the tank to lessen the amount of water you use per flush (and consequently the level of water in the bowl after a flush.) I don't know how you would adjust the level otherwise, so maybe that's what you did. Alternately, don't drop the drawers around your ankles; keep 'em up far enough they can keep the goods from dangling.
