Side note : I'm able to work it free to full extension but as a test I let it fully retract & I get the same problem all over again. I found no obstructions so WTF !!! It was working fine & I had not wrecked. One night after work I got in it & the damned thing was stuck.

Don't know what to tell ya. If the car is still under warranty, maybe the dealer can discount?
As for needing to be licensed, I know in Michigan mechanics are supposed to be licensed before working on a vehicle. In fact, most garages will not hire a mechanic who doesn't have a license/certification, and they have to take classes at regular intervals to keep up with technology.
I've had to ask for estimates myself, for example, wanting brakes replaced. I'd call, tell them I have the new brakes, and that is all I want done, no extras, and the quote I got was what I was charged. Guess what I'm saying is be specific, and emphasize the "no extras" to them. That dealer, or any other mechanic, should be able to quote what the labor would cost if you show up and have the parts with you.

Who is to say its in the Seat Belt? It happens! Checked the fuses? I'll get back to you on this!!! I have "Friends" Don't Sweat the legal part..... I wont tell... if you wont!?
