He probly just got a little too close to the car for the dog's liking. They'll definitely go nuts over that....only other thing would be drugs

Sunshine all K-9's are trained, and when they see a person they start barking. It wasn't anything in particular about your b/f just the dog doing what he was trained to do

I don't know for sure actually- animals are very territorial creatures though! Or... do police trained dogs, like to play practical jokes and scare the living crap out of people, because they can? That's what I wanna know!

Does your boyfriend do drugs? Not all police dogs are high strung, my fathers current wife (no relation by the way) used to breed dogs and many went on to become police dogs. Most of them where not that high strung, but where protective of their people.

As a german shepherd handler and breeder, The dogs they use in their K9 force are very intelligent, and well trained. They are trained to sound off whenever someone other then the handler approaches the car.... i have had only 4 of my dogs make it to K9 school...
